Can somebody point out to me where I can find this functionality on the Jaksta software?
"...in response to determining that the stored media content does not correspond to the expected media content, sending a content request to a server, the content request identifying a segment of the expected media content that does not correspond to the stored media content."

Im not sure where that quote comes from?
But media transmitted over https/http is detected by the content-type in the response header. Content-types can be changed and modified via Settings > Internet Downloads > Advanced > HTTP.
Other protocols are downloaded in their native format. Some, such as HLS (which is very popular these days) can be muxed automatically from raw to mp4 or mpeg.
Check out the advanced settings.
